Drivers - Rotation angle - Reson 7k - Add decoding of angles for pan and tilt

This will allow you to decode pan and tilt values via the 7K format.

This is for example useful when the multibeam is placed on a rotator.

Console - ENC Administrator - Allow use of Softlock for User permits

It is now possible to add a permit of a softlock so the protected ENCs can be used in combination with that softlock.

Console - ENC Administrator - Add option to retrieve default storage path

It is now possible to restore the default path for the ENC Administrator if it was changed at any time.
