Decoding Notes
For "Settled" status a negative quality indicator will be created, for "Settling" status a positive quality is created.
"Settled": Quality indicator = Status code * 1
"Settling": Quality indicator = Status code * -1
Note that negative quality will be ignored by Qinsy for calculations.
