S-63 Chart encryption and decryption

Introduction

S-63 is a standard developed by the International Hydrographic Organization (IHO) for the encryption and decryption of Electronic Navigational Charts (ENCs). ENC is a digital vector chart used in electronic chart display and information systems (ECDIS) for navigation.

The S-63 standard defines the encryption process to protect the confidentiality and integrity of electronic charts, ensuring that only authorized users can access and use them. It involves the use of encryption keys to secure the data in the electronic charts.

Steps

User permit

  • The user (ship operator or navigator) generates a user permit based on specific information from their local system, often tied to the hardware ID or other unique identifiers.

  • This user-generated permit typically contains information about the user's system and serves as a request for access to encrypted electronic navigational charts (ENCs).

  • The user sends this permit to the chart provider or another relevant authority for validation.

Navigate to: Settings -> Chart Preferences -> Chart Sources

Then, click the "Copy user permit to clipboard" button.
Paste this information into an email or document and send it to your chart provider for approval.

Provider permit

  • The chart provider or authorized entity receives the user permit and validates its authenticity.

  • Upon validation, the provider issues a provider permit. This permit is specific to the user and their system, and it grants access to the requested encrypted charts.

  • The provider permit may include information about the charts the user is authorized to access and use.

Distribution and Installation

  • The provider permit is then sent back to the user.

  • The user enters the provider permit on their system.

Navigate to: Settings -> Chart Preferences -> Chart Sources

Then, enter or paste the provider permit code in the “Additional User Permit” field.

Validity and Updates

  • Both the user and provider permits may have validity periods, and they might need to be updated or renewed periodically.

  • This process helps ensure that users have access to the most up-to-date and authorized navigational data.
