Extended tandem mooring overlay with maximum speed rings

The following have been added/changed:

• Ring draw style (not drawn, dash, line).

• Maximum speed for each ring.

• New alarm for tandem overlay speed.

• Make primary/secondary focus dependent on the “Primary is master“ flag.

• Selection of which vessel is used for relative distances in the tandem side panel.

• An output message of the tandem mooring speed alarm.
