Extended tandem mooring overlay with maximum speed rings
The following have been added/changed:

Ring draw style (not drawn, dash, line).

Maximum speed for each ring.

New alarm for tandem overlay speed.

Make primary/secondary focus dependent on the “Primary is master“ flag.

Selection of which vessel is used for relative distances in the tandem side panel.

An output message of the tandem mooring speed alarm.
